The usual cooking directions for this ramen is to boil the noodles in a measured amount of water and then put the contents of the seasoning packet in a bowl, and then pour the cooking liquid over and mix in the noodles. But in this prep, we saute the pork and garlic first, while you could add the water and noodles to the pot, this would make the noodles turn brown from the broth, and it will also make the pork overcooked since you'd end up boiling it after it was sautéed.
